The Washington Saves Governing Board released two related solicitations as it prepares to implement Washington’s new retirement savings program. Washington Saves is scheduled to open in July 2027 and will provide workers who do not have access to a workplace retirement plan with a simple way to save for retirement through payroll deduction.
The Board is seeking:
- Proposals for program administration and investment management services. The Request for Proposals (RFP) allows bidders to propose Program Administration Services, Investment Management Services, or an integrated approach that provides both.
- Information about potential multi-state partnerships. Through a separate Request for Information (RFI), the Board is exploring what a potential partnership with other state-facilitated retirement savings programs and their service providers could look like, including approaches to governance, program administration, technology, investment management, customer service, reporting, and other program operations.
The Board is conducting these efforts together as it evaluates different approaches to implementing and operating Washington Saves.
Request for Proposals
Qualified bidders may submit proposals for:
- Program Administration Services, including recordkeeping, IRA administration and custody, customer service, website and platform operations, reporting, data security, compliance support, and marketing and communications support;
- Investment Management Services; or
- Integrated Program Administration and Investment Management Services.
