Jonathan Herrera is the inaugural program manager for Washington Saves, Washington's new retirement savings program, which aims to create a path to financial security for the 1.2 million Washingtonians who currently lack access to a workplace retirement savings plan.
Jonathan has built a career spanning more than two decades at the intersection of finance, public policy, and stakeholder engagement, designing systems that expand financial opportunity. His work has focused on designing practical public-private solutions that expand access to workplace retirement savings while reducing complexity for workers, employers, and government alike.
Prior to taking the helm at Washington Saves, Jonathan spent nearly a decade helping design, launch, and advance state-facilitated retirement savings programs across the country. As one of the original architects of California's pioneering CalSavers program, he helped build one of the nation's leading automatic IRA programs while advising other states and service providers on policy development, stakeholder engagement, and outreach strategies. Most recently, he served as Director of Strategic Stakeholder Engagement and Customer Experience, leading statewide engagement efforts that expanded financial inclusion and strengthened partnerships with employers, policymakers, and community organizations.
Jonathan’s career also includes three years at the California State Treasurer’s Office, where he helped local agencies maximize public resources through the Local Agency Investment Fund (LAIF), and 13 years at Citibank, where he led business development and outreach strategies while collaborating with teams of advisors to deliver wealth management solutions for individuals, families, and small businesses.
Jonathan earned a BA in Government from California State University, Sacramento. He is honored to help build Washington Saves and work alongside employers, policymakers, and community partners to strengthen the financial future of Washington workers and their families.
